I've created similar application. I use powershell script to pull the data from yahoo page and store the data in SQL server database. Any calculation can be done using stored procedure. If you would like, I can create reports using SSRS service. Instead of storing data in a Azure SQL database, I suggest to put everything in a VM.

I am hands-on and technical with Machine Learning and Cloud Computing. I work on Azure team and has a good hold on Azure Machine Learning.
