Extract requirements from a data architecture reference document

I need someone to extract the requirements from 20 pages of a reference architecture document (See attached). The task involves analyzing each sentence in the document to determine if it is a general information statement or a requirement statement (e.g. shall, will and so forth). Each requirement sentence will need to be revised to remove the first few words and start with the verb and then copied and pasted into an Excel document. Additionally, the section title and number must be copied and pasted (or typed) into other columns of the Excel document. I will provide a file with examples of requirements I have already extracted from another document. The Excel document must be exported to a pipe (“|”) delimited text file for delivery of the data.
As an example, this sentence would not be a requirement "A report generation service based upon a COTS/FOSS tool for presenting reports as interactive dashboards." This sentence sentence is a requirement "The service allows Business Analysts to self-service create and publish report Data Products for Consumers." It would be revised slightly to start with the verb, as follows: "Allows Business Analysts to self-service create and publish report Data Products for Consumers". It would be entered in Excel as Ref. "5.3.1.1" and Category "Reporting". When exported from Excel, the row would be:
