I've been working with ASP.Net ever since the first beta came out 20 years ago, when I was an evangelist for the then-fledgling framework for the US Department of Defense. I've done several projects like this in the past, actually. Do you have a preference over ASP.Net WebForms (antiquated), ASP.Net MVC (not the latest, but still relevant), or ASP.Net Core (latest & greatest)? I'd prefer C#, but have worked extensively with both over the years. Do you need for this to work with mobile devices or only computers? Your wording makes the requirements a little confusing. 1) What exactly do you mean when you say tag a photo with a drop down list)? Do you mean to say, provide the user with the ability to tag a photo with a selection from a dropdown list and allow them to enter their own text? I have no clue what you mean when you say it is then "standardized going forward." 2) Capture email address when upload. The way you word this, it sounds like you are looking to magically acquire their email address when they take a picture. Do you simply mean that you need a textbox where they can enter their email address? 3) When you say check a password. That usually means a username and password.
