Greetings, I can do work with geolocation, because I have made a taxi and passenger app, and a web app (SAAS) where we use irregular geofences to delimit areas. If we use Cordova we can use the same code for Android as IOS, and so the changes will be simultaneous and reduce version control.

According to my experience, that type of apps must be coded using JAVA and only JAVA. So to build two applications on android and ios does it take about 7 months & high cost. so I think you should give a deep details about the project. or give an example that shows the concept.
