Hey there, From the sounds of it, you need someone to take your existing design materials and convert it into an timer app. You need an android app developer who understands the need of the timer app, and who has experience in the competitive sector. Does that sound about right? Two years ago i had created a similar kind of app called Egg Timer where I used a slider bar to fix the time(max 10 mins and default 30 secs), at :00 secs it blew a horn and the app timer needed to be set again. So it is me I have experience in android app development in sdk environment from long. I do it for fun and gaining knowledge so monetary gain is not an issue to me. And also i'm new to freelancer, so I don't have any reviews yet. I have read your google doc and the idea seemed pretty feasible.
