Fix Android Java mobile app source code to work with Android API 29

We are after a competent Android Java developer to update the source code of our existing GPS driver tracking mobile app to work with Android API 29. It currently uses Android API 25.
The developer who originally wrote the app is unavailable.
I am a software developer myself, but not a mobile app developer. I spent a few hours trying to do it myself, but I gave up in frustration because Google decided to change the semantics of the user interface classes and I kept getting compiler errors.
I'm sure I could've got it done eventually, but I believe an experienced Android Java developer who does this daily would be able to get it done much faster and with less effort.
We also need the following enhancements:
1. A new button added to the app to take the user directly to the Android Battery Optimization Settings screen.
The button will run this snippet of code:

2. Third-party libraries used by the app are to be updated to their latest stable versions.
3. An unknown issue prevents our app from accessing mobile Internet when running on Oppo phones. The app returns an error as if network connectivity was not available. All other brands of Android phones seem to be unaffected. If you can resolve this issue, that would be great.
