Custom formatted Wordpress header

> I am soliciting a project on behalf of my employer, a small news agency based in Washington D.C. We currently run on operation on a Wordpress platform, and while we are looking for a full website overhaul in the near future, this project is a simple one that only touches upon a small portion of our site. > One of our reporters publishes a Wordpress article each morning that needs to be auto-formatted to appear in the header space of our homepage. (see Photo #1 for the current setup). Our reporter inputs 5-6 different lines of short text in the "Excerpt" field of the composition page (see Photo #2), and those headlines display on the homepage, each with a fair amount of space between each line so the text is easier to read. Our problem is that the header on the homepage doesn't "jump out," and the link to "sign up here" (which takes visitors to a MailChimp email signup page) isn't prominent. > We would like a more 'graphical' header (perhaps with a crisp border), less reliance on red bars, and a "sign up here" link that is more pronounced. (See Photo #3 for an example of an email sign up button that I think might work for this task). The majority of this header should showcase the 5-6 lines of bullet-pointed print text, but there is room to be creative here. EXTRA CREDIT While this project could remain simple, as explained above, we are interested in exploring ways of making this header more interactive. If you're up for the challenge, this could include having the 5-6 lines of text display one by one in an animated loop, thus conserving space and allowing us to use that space to advertise the content with graphics and larger text (see a possible rendering in Photo #4). Anyone interested in bidding should provide an estimate for the simplified version of this project (ie. without animation), and if interested, offer an estimate for the more advanced graphics in a separate note.
