App to retrieve and store layer 3 messages on Android & iPhone

Need someone who can develop an app that has the capability to extract all the Layer 3 messages on Android phone and store it (in either Phone memory or SD card) or send it a server when directed. This app is currently required for CDMA technology but may also be required for LTE.
The message that is extracted must be strictly in a required format that will be provided later.
Please respond only if you have experience developing network monitoring tool and can meet the initial requirements.
