Desktop App to get callerId from modem

The application will run on the background and it should just be able to detect an incoming call and send the sender id number with an http request to an external server API. The http request will be like this [login to view URL] Simple User Interface. The user should be able to enter: Username: Password: Com Port: and SAVE button. and a TEST button. The test button will just test if there is actually a conected modem in the COM port defined and the modem actually supports the callerid. Check the following link for instructions on how to do that. [login to view URL] The desktop app should be able to auto start every time Windows Open. The application should work on both 32 and 64 windows systems. Let me know what technology you want to use and why. For example, Java, or .NET, ot C++ and what Library you will use to make it happen. Whichever library you might want to use must be free lib and not trial version. After the completion of the project I will need all the source files of the project.
