backup program

I am looking for create a program that will back my data up to my ftp server.

The program must have the following features.

1. can backup locked/open files

2. can backup using sftp protocol (ftp server with SSL enabled)

3. can be scheduled to run backup at certain times

4. will backup individual office computers to their own folder on the ftp.

5. backup only items that has been changed since last backup

6. don't have to re-upload an entire file if it has been changed. For example: if i have a 200mb file and it was modified, i don't want the program to try and upload the whole 200mb again being that 180 was already uploaded it should just append (or whatever the word is for this).

7. easy to install with basic [url removed, login to view] for example.

I would also like the program to be written using Microsoft .net technology, but i am open to other suggestions.

I would also like.

1. A system tray icon so i know the program is running

2. Some sort of notification of a backup or backups are failing. This notification can be done via email or by putting a popup.
