Convert a Template to a Website

We want a very attractive toys home page with 5 sliding banners. On top of that we need to put some text on the banners. (For Example : Sales, 10 - 50% discount ) Also to have a mailing list that will pop up to get a free 10% discount when customer sign up to our mailing list. This pop up will show whenever customer visit our website.
