Build a web interface to a .net application

I have a .net application that would benefit from a web interface.

The application consists of 2 parts, one control center and one "client window".

The Control Center is only used to produce an XML settings file, as well as launching the Client Window with correct arguments ([login to view URL] arg1 arg2 arg3)

The interface needs the following:

* Run in a Windows environment (Windows 2008/2012 and preferably if possible, also Windows 7/8)

* User login to the actual interface and retrieve valid info from a MySQL database (such as username, password and license key).

* A form of some sort where you enter the neccessary details to produce the XML file. (If the XML file exists, it should read the XML file and fill in the form for the user.)

* Ability to launch the client application with correct arguments.

* Terminate the client application (ability to make sure right instance of the client application is terminated, as many users will run the same application. So user1 must never be able to see processes run by user2 and/or terminate them.)

I will provide you with a copy of the actual program and how to use it.

It would be good if you were familiar with the virtual world "Second Life" for understanding the application and what it is used for and how it is used, but not a must!

Forgot to mention as well

The interface needs also to keep track of the running client instances.
In case the application crash or the server restarts, there needs to be some function that can restart the client instance to ensure the instance is always running unles customer manually logs in and shut down the instance.
