I reviewed the word document you shared and looks like the Excel and Powerpoint documents that you mentioned in your description did not get attached. If you could share those, it will help me quote a suitable price for the projects.
Based on the project description, I am assuming you need an application that can be accessed by your staff (each type of staff having its own access controls) and where they could enter data in their specific forms. When they submit the forms, they are 'sent' to some other staff (seniors may be?) and they may review it and take some action or 'send back' for more information if required.
Me and my team have done several web based system and one very relevant to your requirement is a Real Estate Transaction Management system we did. This system required many types of users (agents, brokers, admins, assistants etc.) to fill a lot of forms online (say for example a BUY transaction) and once submitted the transaction could be 'moved to and fro' for more updates. Users could send emails to other users from within the system and the status of the transaction could be updated accordingly.
So, I am well aware of how the system you are looking could be built.
