Adult Chat Roulette

I'm curious as to how much a site like this would cost to develop. I need a site with chat roulette video capabilities. I also need users to have the ability to exchange real money for digital money (or bids) like you would on a site like quibids.com. I also need my users to have the ability to bid and wire money to other users on the site. I also want a rating system where users can rate other users. A reporting system where users can report disturbing behavior or anyone underage. I need each user to be able to display a simple public profile. There is much more information, but I don't want to reveal too much yet. Also, it would be a HUGE plus if you happen to have any experience with any other sites in this realm. Please don't message me and say that you can do it without including WHY you think you can do it. If you do that I'm telling you right now there is a 0% chance I'll select you. Please provide previous work done, portfolio, and why you think you can handle this project. I don't need references right off the bat, but I will ask for them before we begin. Thanks
