Character recognition & alert system to run from Excel VBA

There are two parts to this project: 1) A simple character recognition system capability of reading a two digit number. 2) An alert system. We will accept bids for both or just for the first only. Code will need to work from VBA in Excel; we prefer the code to be written in VBA although we are open to use of another programming language as long as it works seamlessly with our current code. Full details are given in the attached file containing two MS Word documents: Document one:Project instructions for character recognition. Document two:Examples for the character recognition. Please read both documents CAREFULLY. Acceptance of this project is in accordance with the full acceptance of the project details as described in the attached file. Completion of the project shall be deemed as the time when all specified functions are working as described. You agree in advance that a partly finished job incapable of fulfilling the defined objectives will not be accepted.

Thank You for Your invitation. The alert system could be done with external exe...it is not a problem to execute any shell commnad from excel (eg. format c drive :))...the first part is more difficult...There is few ways to done it - please read PMB
