Create Video Commercial

I am looking for someone to create a video to promote a project for me. The video will need to contain animation, text captions, background music and some actual video. I will provide actual video segment files and a storyboard for the remainder. The video will need to be about 1-2 minutes in length and will essentially be a commercial for the project. The final version should be delivered in an internet friendly file format such as MOV or MPEG (as well as the raw project files). The file cannot exceed 1000MB in size.
