I've been a trainer of Basic SAS programming language and Basic R Programming at the International Rice Research Institute where I worked as an Assistant scientist handling statistical consultations and training. Thus, this task is just a piece of cake.

I have extensive experience with R and have previously published articles based on analysis in SAS. I have been working as a consultant for almost 10 years, both for a medium-size company and for my own company, so I have a track-record of delivering project on time and on budget. I have also worked on projects worth billions of dollars, so I know the value of good QA. If possible, I would love to see the existing SAS code to better comment on it and refine my estimate.
