First of all thank you for inviting for me to bid on your project. I studied your project and find it quite challenging and interesting. I have over 10 years experience in IT and I totally understand what you want. Such an application can be easily made in C#. However I have a suggestion to better this, Why don't you take the application to web. Where you can create a membership for anybody who wants to use it. It will work better on every platform Also the client would be much happy if they do not download but can use it straight away. We have to discuss this first. I would love to work on your project.
