Convert Stored Proc/Function from SQL Server to Oracle

Hi. I have a stored procedure in SQL Server (there is a function as well) that needs to be converted to Oracle version 11g. The SQL Server version is designed to be used with dynamic sql in SQL Server. The Oracle version needs to be run in dynamic sql in Oracle. So the output will be slightly different.
Please test against any simple table you may have loaded in oracle. To test, please also compare the output of the SQL Server version to the Oracle version. Oracle requires a different SQL syntax so I know it won't match exactly. Please test with different inputs and orders to be sure you have it correct.
Overall, the SQL Server version didn't take me very long and so i hope the oracle version is not too complex. I do have some additional documentation in the SQL Server stored procedure that is attached.
