Basic Python REST service using [login to view URL] and scraping other sites

I need a basic [login to view URL] service/script that takes three values as input via POST, uses those values to scrape data from other sites, then returns a single value as a JSON string. One set of values is a US Mailing address, another is a job code, and the last is a level (1-9). The return value is a float expressed as a string. There are two sites to crawl/scrape: one to lookup the address and another to lookup the value to return. See attached PDF for details. Thank you.
