I can create base schematic and make all parts of the project on each stage. I well understand hard and soft part and can create both myself. All developing under Linux only. gEDA for hardware and GCC, GNU C++, scripts for software. I know the physics, and probably this also required for this project. I have to know more detail about the project. You want to FTIR (Fourier transform infrared spectroscopy) ? For a month can be make the schematic, PCB, and part of soft. The board can be ordered. Usually few iteration required and all take 3-4 month.
