Design Spec For Data migration procedure comparison tool

We are migrating Db2 database into postgres. We have about 200 procedures in DB2 , we have also another equivalent 200 procedures in postgres. We need to develop a tool to compare if the procedures in DB2 and Postgres are consistent. This project only for specification document, on how to implement this tool. We don't want you to develop the tool . We only want you to write the design specification of the tool. Example tool should have Apple to apple comparison of final table generated from DB2 and Postgres Able to give order of procedure as arguments to this tool Able to log results set with unique version number Able to reload the procedure if it failed with some order. All db2 tables generated based on procedure has to be sorted before comparison on by raw by raw basis against similar Postgres procedure table. All arguments should be read from external user files. I am looking for someone to write down the spec with me while I discuss the design over the phone. You should have skype installed.
