The problem is that the way these were coded there is a separate menu on every single page so that the section and page level is shown based on where the person is in the site. This means that ANY change (a new page, new text) requires dozens of page edits and all the possible errors. We need a single menu structure that can be placed on each page, fed by a single file (so any edits will update all menus) which can be XML, a mysql table, etc, and that has the logic to know what page it is on and displays the right level of information.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
