Blog combining resources, XML feeds

I would provide a design for the website, which you can reproduce and adapt (when agreed) as needed. On the website's home page there would be a selection of the xml feeds, our own latest blog stories, login options, some advertising space and links to the resources page and the links page. The features: 1. The Blog: Ideally I would like to be able to upload bespoke blog pages in a similar way [login to view URL] does. These pages would give us an edge and something interesting to look at, but they'd also need to be listed on the home page. If it is not possibly or too expensive to produce suh a format I would be willing to use a wordpress (or alike) blog provider. I'd also like to have the facility to have comments and rating for the blog stories where sharing. 2. XML Feeds: The XML feeds would be feeds related to the area we're servicing and we'd have up to 12 running on the homepage. It would be great if users, once registered, could choose which feeds they want, but this is again only if the budget permits such a feature. The XML's would need to be controlled by a CMS system so we could change or update them if we found better resources. 3. Providing Resources: These would be PDF documents so we'd need to be able to have somewhere to download them from (this could easily be a filehosting site like speedshare). Also being able to preview them would be great using something like Issuu to embed them on the page. I'd also like to have the facility to have comments and rating for the documents where providing. 4. Links: Normal list of links with a brief description of each link. 5. Registration: I would also like users to be able to register and produce simple profile pages, make friends and send each other e-mails. I would like to try and include a wibiya (or alike) bar at the bottom/top of the page. 6. Twitter Feed: A copy of our twitter feed onto the home page so that can act as a latest news and information feature, while the blog acts like a issue driven feature.
