Development of a Wordpress 3 theme

I require a top Wordpress theme developer to convert a pixel perfect PSD mock-up into a working theme in Wordpress 3.1.
The site in a nutshell consists of the following page layouts:
Homepage Template: header, navigation, slider, main content area, dynamic side bar that pulls in latest posts and footer.
Page Template A: same as Homepage but uses a different slider and on the sidebar in pulls in a sub-navigation.
Page Template B: same as page template a but uses a static banner instead of a slider.
All other standard wordpress functions and views can be left with a default styling.
To be considered for this project:
- Please send examples of previous wordpress themes you have created.
- Must be available to deliver the whole project by 31 August. This is a must requirement.
- Wordpress theme cannot be re-sold or used in portfolios
- Realistic bids under $400 please
The theme needs to be based on HTML5 mark-up and using latest CSS techniques to reduce weight of page.
The site also need to pass W3C validation - http://jigsaw.w3.org/css-validator/
