Design and Create a Very good WordPress template.

What I want is this to happen

1) You design the template first and send me a flattened image ( jpg ect.. ) so I can approve the design

2) You will then convert the design into a wordpress template ( including plugins & sample date ) so that is looks exactly the same as the design when i load the template and sample date.

3) If any intructions are needed on how to set things up to look the same as the design i will also require them

The wordpress theme has to be a new, sleek design for a freelance web developer called Sam Fowler

Please also implement the attached image into the design.
