Code Wordpress Multisite Functions into finished HTML pages

We have 14 total pages of working styled HTML/CSS that needs to be integrated to some various wordpress multisite functions. Most all if not all functions can be accomplished using wordpress built-in functions and are outlined in great detail in the attached requirements document. In addition to the wordpress functions, there are 5 pages which bring in API data. The API integration functions have already been written using JSON and the code just needs to be integrated into the finished HTML pages. Nothing to complicated for a wordpress / php expert. There are a few functions that require some AJAX page updates. Some Javascript as well. Please read through the attached requirements doc, it outlines the majority of the details.
