I am a political scientist with several data files of roll call votes cast in a state legislature. These files are text files consisting of one row per legislator. Each row contains a legislator's name (for the first twenty characters) followed by votes on hundreds of roll calls (1=aye, 6=no, 9=abstain, 0=absent). A sample, called "roll call [login to view URL]", is attached. What I would like is some code (a Stata do-file, an R-code sequence, or something similar, although Stata is preferred) that will calculate an agreement score between each legislator and every other legislator. So there will be an agreement score for legislator 1 and legislator 2, one for legislator 1 and legislator 3, and so on. The agreement score can be very simple - a Kappa statistic or a simple percentage of times that the legislators vote the same way (excluding 9s and 0s). I plan to use this for several different legislative sessions, so I'll need to be able to tinker with the code when it's done. I am reasonably proficient in several statistical software packages (Stata, SPSS, Excel), but am not much of a coder, so this should ideally be as user-friendly as possible. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows XP
