A Website with user registration and submission of files

I need an "academic look" website which allows users to register and have profiles. The website has about 8 heading and main pages. Users may post their files from time to time and their files will be reviewed by our staff. Each user can observe in his profile the status of their submission : "Under Review" , "Approved" , "Rejected" , "Waiting for Payment" ... Each user in his own profile page must be able to see his account details, submitted files list and general info of themselves. Another main part of the site is the "Archive" where users can view a simple page archive of all the previous months submissions :such as "monthly journals" * The rest of the pages just need to be left blank for texts which we will add on later. * The website needs not to look fancy and colourful but it needs to look professional and neat. (Therefore you can just find any free and available template and modify it, We're not choosy about the template but we may ask you to change some aspects of it such as the main heading image, bg colour and/or ...) I need it to be done in one week. Thanks for your help in advance
