Custom software development / website

I'm looking to create a website for data management. Application must be able to import many kinds of files and the end user must be able to filter these files for the end result. The first page on the website would just be text and images along with a login screen for customer's username and password. Once logged in, this would then take customer to a page to input search/query requirements. See attached "bit record" pdf file. Customer must be able to search and filter by: Target Location · Well Number · UWI · Bit Size · Bit Manufacturer · Bit Type · Depth in · Depth out · ROP · Formation · Well Type (vertical, directional or horizontal) As an admin, I must be able to set search radius and charge accordingly to customers. Example. If the customer wanted a bit record search of 5km radius around the target location it should display be $10, if 10km radius then $25 and so forth. I must be able to set this cost and be displayed to customer in search results. I need payment option that would accept paypal and credit cards. Once customer has entered all the search criteria the result page would come up. It would look like "full excel export" (see attachment). This attachment is also most likely the type of format we will be importing from many drill bit providers. As this is where the data will be coming from to be inputted in the website. We are just creating a central database where customers can see all bit records in an unbiased location. So in a nut shell, what I am looking for is an application to import the data from excel spreadsheets and other formats that we will be receiving for bit records from different suppliers and then customers must be able to do a search on the website using different search criteria shown above and be able to export results.
