Create a mobile website

We need someone to give us a hand with some work. Looking for a developer who can create a mobile website for Wordpress. This is the description: The mobile website is for businesses who want to create a coupons/loyalty system but they cannot afford a mobile app. It will work the following way: 1. User visits URL 2. User registers with their email 3. Home (first tab) - Displays a list of "offers" 4. User clicks on the offer and is taken to the offer info screen 5. Rewards (second tab) - Displays the user information + reward point count + used offers + *tap to enter code* button. Once the user clicks on the tap to enter code, a small field appears and the user can then enter the unique code given to them by the business who owns the mobile site. Please take a look at the screens attached. Also don't forget the content on the site needs to be administrable. It would be great if we could make this a theme or a plugin so the business can install easily on their server. You are to start immediately after we reward you. We will release no milestones until we SEE progress. We provide you will all design/slices all you need to do is code it. The CMS can be wordpress or custom, whatever is easiest to install on someone's server. Thanks
