Auction reverse site

I need a complete Auctionsite developed, including programming and design. Buyers will post what they want to buy and willing to pay for a specific Item. Each Sellers new bid will lower the price. The Buyer must have the oppertunity to refuse the offered item within a specific time, if color, shape etc doesn´t suit him. both, sellers and buyers must have an image upload oppertunity All the functions of ebay like ratings, member since...... are important. I also want the IP to be recocnized by country, to show the user the correct language (later on it will be translated to german as well).
