ADF.LY compatitable advertisment page

This is realistically a very small and easy website design. It should not be expensive as for i will provide the needed banners. The webpage is designed for [login to view URL] advisement campaigns. The webpage should initially load on [login to view URL] and their advertising system, it should popup with a banner, and then it should automatically click on the banner taking them to the correct page linked through the banner ad. I see websites all over the place with popup banners and advertisements and i don't have extensive an knowledge-base of coding to know if it possible to create such a page. The few rules this page must comply with: CANNOT BE: Frame breaking script Popup any windows on entry or exit of any kind Automatically attempt to download software or change any user settings Adult or Pornographic related Hate, Bigotry, and/or Intolerance Warez or Software Piracy related Music Piracy Related Hacking Related Anything related to illegal activity Please let me know if it would be possible to design a page that would display a banner, then click on the banner from the viewers point of view to drive unique traffic to specific targeting links.
