C# file/ server encrypter

Looking for someone with knowledge of c# to build an application that encrypts exe files knowledge of making servers FUD--- if you don't know what that is, DONT BID!!!!!! The files have to be fully encrypted yet still work perfectly when executed I want the application to be visually appealing, for resale need full rights to the program Needs to updatable so anti virus wont detect the files it encrypts paying 50-100$ depending on how good it is, will hold funds until the program is tested
