debugging/improving existing dll for obtaining rates without website (repost)

Enclosed is the dll that was started for obtaining rates without using the website. The way this one works is there is a method called refreshtables. When called, it obtains all the table information needed so when it needs to calculate the rates, it can do so without having to goto their site each time. Currently, the only part that works is getting rates within the US for Home Delivery (the base rate and the fuel surcharge). This uses an opensource program for extracting the pdfs. That would be fine to use this to finish the project. Also needs to be able to figure out rates for international shipments (from the US to a foreign country). Need to show all the rates (including express rates).
