Need VB program to convert breakpoint precipitation data to daily record. The data is in .txt file. There are more than one hundred columns (or gages), of breakpoint data, with a column heading named, "gage_1", then "gage_2", etc. The date columns are year, month, then day. The dates need to be filled in, and a value of 0 given to each gage on that "filled-in day", keeping in mind leap years. The .txt file will be available to winning bid. The data is comma delimited, and the dates range from 8/18/53 to 11/29/96.

1) Complete and fully-functional working Visual Basic program in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
