Create Tool to import excel spreadsheet into projects within Basecamp

We use Basecamp software by 37signals. We have 1000 similar projects that need to be uploaded from an excel worksheet into Basecamp via the Basecamp API. We need to be able to tell the tool which excel sheet (or TXT, CSV file, you tell us which is easiest) to upload. The excel sheet will always be the same template.
