Card Authentication System

Hello, How are you today? Please I am looking for a card authentication software/script that can run both online and offline. How is what I need the software for. My clients runs a lottery business and he is coming out with scratch cards where you scratch the sealed/covered area of the card and what you see is what you win. For example, you can scratch and see $10 or $20 or even $50 or more. In some cards, there will be nothing there just a word like "Don't give up. Try again!". Each of the scratch cards have a serial numbers but as I said above, not all the scratch cards are winning cards. So when someone buys the scratch card and discovers that he has won, he will bring the scratch to the office to collect his price (to collect the money indicated in the card). This is where you will come in. I want you to develop a software that will use in the following manner online and offline. 1. We will key in all the serial numbers of all the cards (about 1,000,000) cards into the software. 2. We will key in those serial numbers that have prices attached to them. 3. When someone comes to the office to collect his prize, we will run the card's serial number in the software to know if the serial number is really attached to a prize or no. That way, we will be able to prevent cheating. 4. We should be able to mark those serial numbers that people have used to collect their prizes so that people wouldn't make use of them again. 5. There will be two super-admins and multiple ordinary admins that will have access to items #3 & #4. The super-admin should be able to do items #1 & #2 as well as delete the ordinary admins. ## Deliverables 1) All deliverables will be considered "work made for hire" under U.S. Copyright law. Employer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the employer on the site per the worker's Worker Legal Agreement). 2) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 3) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Employer's environment--Deliverables must be installed by the Worker in ready-to-run condition in the Employer's environment. b) For all others including desktop software or software the employer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this project. ## Platform See the attached file.
