classified adds web site- pay per click sponsored links system implementation

I would like to add a pay per click featured links system to my classified adds website. This will be an extra option in addition to the featured add option(pay per day in order to keep the adds on top of each page). The pay per click option will be a prepaid service; users will pay in advance for a certain number of clicks towards their web site. There will be a limited number of links to be featured on each page and they will appear on the top of the page(before the featured adds).It will be something similar with the system on [login to view URL] but instead of using the Google adsense, the advertisers will post the adds(links) themself. The script running the site is a craigslist clone ([login to view URL]). There will be a limited number of 6 to 10 featured links on each page(half on top and half on the bottom of the page). If there will be other advertisers interested to advertise this way but there is no space available on the page, the advertiser will get a message to check back the availability at a later date. The featured links will have the appearance of the other adds on the page but when clicked on they will direct the user on the advertisers web site(just like on [login to view URL]). This option will be obviously available only to webmasters. I would also like to set different prices per click depending of the category they will be posted in and to be able to add links myself from the control panel.
