Data Entry Website

I need a database-driven web application designed for my technology business. The primary purpose of this application is to allow remote data entry personnel to create electronic copies of printed (and other) invoices for businesses. This data can then be downloaded in CSV form (and later automated reports made). At this stage it will be a closed extranet-type system, but may be extended later. Appropriate technology use (MVC framework), proper validated mark-up and short code comments will be required.
