Add Nav Menu To Wordpress Theme(repost)

This is an easy job for someone with Wordpress or PHP development experience. I have an existing Wordpress blog that I require some development work too, including: 1) The creation of a horizontal navigation menu 2) The theme is widget-ready, I want to you to create a simpole template for me where there is always a widgetized right hand page area.
