Add Link to Website

We need to add a link to our homepage to direct visitors? at our website to take one of the many surveys that we have running. We need them to be able to click on a link that takes them to a menu of surveys, each with a link to the surveysite Surveymonkey. We also need a simple way to edit the survey links, to put in new links for new surveys periodically and to take down links to those that have closed.? THere should also be some kind of info box that briefly describes each survey and who qualifies to take it. We have a somewhat clunky Content management system and we would prefer to by-pass it for this project unless the developer thought it was easier to simply adopt it. We are also simply willing to use the site control panel (it's an earthlink site) to make the changes if the developer will show us how. We are happy linking to surveymonkey and don't need any onsite survey tools.
