Access to MySQL conversion

I need to convert an Access Database (with relation) into a MySQL Database. I am looking for a really good MySQL administrator. Included the current schema of the project. 2 tables are missing but they have little to no impact on the overall project. Here you will find: 01-DB-Relation : Current structure of the database 02-Table-Details : Explenation for all the fields type in the database 03-Data-Sample : Each table have real data in it and all relation are working 04-View-Details : Example of Views that need to be built. The project is two fold: 1- Reproduce the exact same database in a MySQL infrastructure. (And improve it if you want) ;) 2- Create the Business Layer access so we can query and update the database. That involved: -- Exposing Stored Procedure or Views so the process of updating the database is as simple as calling a function in PHP -- Exposing the necessary views to get the data in json format on the PHP side. (And used the caching capacity of MySQL) -- Creating a procedure for data update. Most of the table can be handle via the stored procedure, but there is table that represent a lot of insert and the bulk of the data. I have attach to this email the original source of the data. We need to find the best and simplest way to connect Google API php output (similar to a TSV / CSV file) and process the update in MySQL. I will ask for someone quite proactive and who wish to develop a flawless and really efficient database. PRICING & TIMELINE: - I need someone available RIGHT NOW. The project need to be online for January 6th and we need to have the bulk of the database completed by Saturday. - I need someone who can support us after the main database job is done.
