Cpanel Licensing Methodology via IP Address

We require a methodolgoy that will permit only our Cpanel themes (skins) to run only on a machine's root IP that we specify. IE... A Webhost purchases our skins, provides us with the IP on which their Cpanel (webhosting software) is installed. Then we apply the ***Licensing*** methodology to the skin and deliver the skin to the customer. The final result would render the skins only executable on previously registered IPs. In addition, the methodology should not be able to be defeated by simply editing the code within the skin/theme.
