Data collection website upgrades

This is a very complex project with many different modules. We need assistance in: design, updates, making certain functions easier to use, making some of the tables more efficient. This project requires the ability to integrate various open source and commercial products into a custom website, and to help update legacy code that has been developed over a period of many years, to make the site more secure and easier to use. Good communication skills are a must, as are clean coding skills. Documentation on updates is required. The ability to create specification documents helpful.
