Convert HTML page to CSS(repost)

I have developed a one page template in PHP. However, it uses a lot of tables and is bundled together. I would like someone to do the following: 1.) Convert the page to use css where possible. 2.) Minimise the number of stylesheets that are used. 3.) Ensure that the CSS/Accessibility tool works on all text. 4.) Improve the speed of loading where possible. In doing this I expect: 1.) Any existing PHP/MySQL code to be left as is. 2.) The final template to be formatted (an image will be supplied showing the required format) 3.) The code to be formatted correctly in the page. 4.) The code to be commented where required. 5.) All code to be W3C compliant. A full file of existing code + css + js + php is attached top this bid. There will no access to the database. Regards ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
