Create Custom Wordpress Plugin

I am looking for someone who will develop a custom voting plugin for wordpress. I already had a programmer who was working on it but I can no longer get in contact with him. Plugin allows site administrators to post several “micro posts” inside a main post, which rotate up and down based on number of votes. Every “micro post” has section that allows visitors to post short comments that can be modified (delete) inside administration. I will send you picture of exact design how it should look and work. I need it done in max 10 days.
