I need a programmer that can develop an online application that will work this way: 1) You enter someone's mobile phone on the number and the system tracks the person on the map. It should work both in cell phones with or without GPS and it should work on a way that doesn't requires the person permission (Yes, it's legal in Europe). I will enter the cell number and provide the name of the network the cell is located on through a drop down box. Satellite, triangulation or both just make it work. This program will be based outside the US but will provide locations within the US. You must provide similar works and or a sample of the app before we accept your Bid.
