Ajax, PHP and MySQL Content Managemet for Website

The project is well explained in the attached files, all we need is to create a content management system for this template (files attached) and some way to load the content from the admin panel to the homepage, and all the new pages the ability to create more pages like that. We are trying to create something very Yahoo style, managed easily with WYSIWYG editors in the admin panel, so we can load the content that is going to be on each tab and on each page. There are a lot of contents, images and videos on the site so we are welcome to the new ideas you may have for the easy management. We have the webpage divided on departments, so it will be good to develop the admin panel with user rights and user categories, for each user to create content on different modules on the site.
