Create one-time access code system for Moodle (enrolment method)

I need someone who can create one-time access code system for Moodle (used for enrolment method). Short description about one-time access code system: It like any one-time access code system: There is a database contained one-time access codes (There should be a tool for me to create access codes and import them to database). When student fill out the access code, the system will check the access code in the database. If the access code is correct, then that student will be enrolled in the course they want. ALL ACCESS CODE CAN ONLY BE USED ONE TIME What I want you to work on: _Create a system like I describe above, and make sure that It will work as another ENROLMENT METHOD in MOODLE. THE ACCESS CODES SHOULD WORK FOR ALL COURSES ( BUT CAN BE USED ONLY ONE-TIME). Now there is an enrolment meothod called: enrolment key, you can work on it by using that enrolment method _There should be a tool for me to import the access codes, and customize the access codes according to what I want: For each access code, I can specify the time that students can be enrolled in the course. After the enrollment period, That student will be kicked out from their course, and they need to buy another ACCESS CODE to enroll in that course again _PLS MAKE SURE THAT THE ACCESS CODE WORK IN MOODLE AS ENROLMENT METHOD FOR ALL COURSES IN MY MOODLE SYSTEM. ALSO, PLS MAKE SURE THE ACCESS TO ALL COURSES WILL BE PREVENTED FROM OUTSIDE (NOBODY CAN ACCESS TO THE COURSES, UNLESS THEY USE ONE-TIME ACCESS CODE),. STUDENTS CAN ONLY ENROLL IN COURSES BY USING ONE-TIME ACCESS CODE _PLS MAKE SURE THAT THE SYSTEM WORKS AUTOMATICALLY, NO NEED TO SETUP ANYTHING. WHAT I ONLY NEED TO DO IS TO IMPORT THE ONE-TIME ACCESS CODE AND SPECIFY THE ENROLLMENT PERIOD IN THE DATABASE. AND THE ACCESS CODE WORKS FOR ALL COURSES.
